Both the VSS wires have approx. 2.5 volts when checked with a multimeter with engine running and wheel raised and rotating. This value does not change when wheel speed is varied which does not make sense to me as I can see the speed vary in the HP Tuners scanner.

If you just add a pin next to it (j1-24 ) connect the two and connect to your tach all is good. there is a built in pullup resistor in the ecu connected to that pin.
